The Employment and Social Innovation (EaSI) programme is a financing instrument at EU level to promote a high level of quality and sustainable employment, guaranteeing adequate and decent social protection, combating social exclusion and poverty and improving working conditions.
For the period 2021 – 2027 the EaSI programme is becoming a strand under the European Social Fund Plus (ESF+)

The call aims at setting up 4-year Framework Partnership Agreements (FPA) with networks active in the area of social inclusion for the period 2022-2025. The activities to be funded include, among others, outreach activities, mutual learning among members, research activities and input for policy design.

Social enterprises and microenterprises are instrumental in the implementation of many of the principles expressed in the European Pillar for Social Rights. In particular they play a key role in delivering the following principles of the Pillar: equal opportunities (principle #3), active support to employment (principle #4), secure and adaptable employment (principle #5), inclusion of people with disabilities (principle #17), long-term care (principle #18) and access to essential services (principle #20). To support the development in this field, the Commission cooperates with EU level networks in its outreach activities at EU, national and local level. EU level networks are also key partners in the consultation and implementation of the upcoming Action Plan for Social Economy, as well as on a number of other policy files such as long-term care, green transition and social innovation.

The call intends to support the Commission and the Member States to understand existing and new challenges and develop initiatives in the field of posting of workers and a decent work agenda. The proper functioning of administrative cooperation between Member States and improved access to information on applicable terms and conditions of employment and administrative requirements for companies in a transparent and accessible manner, are essential for the correct application, implementation and enforcement of the Directives.

Support national authorities in establishing and maintaining a National Contact Point (one per country) to inform about the EaSI strand, its opportunities, application requirements, projects and results in their country, assist in sharing and promoting results and support (potential) beneficiaries, the public, stakeholders, and optionally support other NCPs in their tasks. In order to achieve the expected impact regarding replication and scaling of the results as indicated below in this call, the National Contact Points shall establish seamless cooperation with the National Competence Centres for Social Innovation, which are currently supported by the EaSI programme and ESF technical assistance.

In accordance with the European Pillar of Social Rights, that sets out key principles and rights essential for fair and well-functioning labour markets, this action is part of the purpose to build a more inclusive and sustainable growth model, with a view to stimulating investments, creating jobs, fostering social cohesion and fairer labour mobility. The action, as direct expression of the principle “Active support to employment” under the chapter I, “equal opportunities and access to the labour market” of the European Pillar of Social Rights, is aimed to fulfil people’s needs, supporting and promoting the implementation of tailor-made employment services and innovative forms of work, that ensure quality working conditions, to foster the placement and integration of mobile workers in the host country(ies), combined with financial incentives.

Intra-EU labour mobility as facilitated by this call for proposals can help to address labour market imbalances and improve labour market's efficiency. It can contribute to improving the allocation of resources and serve as an adjustment mechanism for unbalanced labour markets whilst enabling economies to cope better with economic shocks. The overall objectives of the call are to facilitate workers' intra-EU labour mobility, to boost employment opportunities as well as to support the implementation of the EURES Regulation.
The overall objectives of the call are to facilitate workers' intra-EU labour mobility, to boost employment opportunities as well as to support the implementation of the EURES Regulation. The ultimate goal of the call is to facilitate the job matching, placement and recruitment process on a fair basis. The application must specify which category is covered by each activity proposed. The actions should tackle the most relevant issues, as identified in the latest available data analysis. Each activity must be linked with a results indicator and a specific target to be achieved during the action. Indicators have to be specific, measurable, attainable, relevant and time-bound.
The main objective of this call for proposals is to complement and add value to the activities indicated in the work programme 2021-2022 of the European Platform tackling undeclared work, which reflects the realities of tackling undeclared work in a difficult economic context. The 2021-2022 work programme aims to deepen understanding of (new) types of undeclared work and sectors particularly exposed (e.g. in relation to the collaborative economy, seasonal work, personal and household services as well as HORECA) whilst supporting partnerships, innovation and capacity building, as well as increasing public awareness of undeclared work. The transition of the Platform to the European Labour Authority (ELA) as a permanent working group by latest 1 August 2021 will provide new opportunities to address these challenges in a more integrated and comprehensive way.
