Central Register of Evaluators (EMA)

The Central Register of Evaluators (ΕΜΑ) was set up in 1998 at the Ministry of Employment and Social Protection (Ministerial Decision 106543/16.4.1998) and has since then served as a central record of experts in the human resources sector in Greece. The ΕΜΑ is an important tool in the process of documented and objective evaluation of the quality of interventions being co-financed by the European Social Fund in Greece.

Evaluators on the Register are invited to evaluate the proposals of agencies for projects that aim to develop the country’s human resources, as soon as they are submitted for approval and finance from the European Social Fund and the Greek state. Such projects include training programmes, employment actions, programmes for the social inclusion of vulnerable groups and so on.

The Register is maintained through a computerized system operating since 2001 at the ESF Actions Coordination and Monitoring Authority (ΕΥSΕΚΤ), the competent body for running the Register (Joint Ministerial Decision 67775/2493/13.10.2008). A five-member Standing Advisory Committee is responsible for selecting and entering evaluators on the register.

 

Persons eligible for registration in the EMA

Any university or technical institute graduate can be listed on the Register, provided that he/she has had at least three years of professional experience in the private or public sector.

Applications for registration cannot be accepted from:

  • Owners, shareholders, partners or Board Members of Ongoing Vocational Training structures, Advisory Support Services and specialist centres,
  • any person related by blood or marriage to the third degree with owners, shareholders, partners, Board Members or managers (directors, directors of studies, directors of departments and so on) of Ongoing Vocational Training Structures and Advisory Support Services,
  • any person cooperating with the above structures under a relationship of dependent employment,
  • members of the Central Register of Trainers and the Register of Advisory Support Services Staff of the National Accreditation Centre (ΕΚΕPIS – now EOPPEP).


How to submit your application for inclusion on the Register

Any interested person meeting the eligibility criteria may submit an application on-line, by clicking here.

Note! After electronic submission, the applicant must:
- print out and sign the computerized completed form,
- send/submit the relevant documentation (signed computerized form and all supporting documents relied, which should be certified or attached to a solemn statement that all the information submitted (referring to each one of them) is true) to the EYSEKT secretariat (4 Korai St., 105 64 Athens, 4th floor).

Submission of the application file is an open procedure. All applications will be dealt with within 10-15 days. At the end of the procedure the candidate will be interviewed by the EMA Standing Committee of Experts.

Then, the Standing Advisory Committee of EMA invites the candidate for interviewing (within a reasonable time in order to have time to prepare), according to the order being kept under protocol number of his file.

How can registered evaluators modify their data?

Each evaluator who wishes to modify identification - inclusion data in the Register, may submit an electronic application, by clicking here (currently unavailable).

Note! After electronic submission of the modification request, the evaluator must:
- print out and sign the computerized completed form,
- send/submit the relevant documentation (signed computerized form and all supporting documents relied, which should be certified or attached to a solemn statement that all the information submitted (referring to each one of them) is true) to the EYSEKT secretariat (4 Korai St., 105 64 Athens, 4th floor).


The submission of the data modification file is also an open procedure. Each dossier submitted is  examined - with regard to completeness of the data contained - within 10-15 days. Then (if it is required) the Standing Advisory Committee of EMA invites the evaluator for interviewing (within a reasonable time in order to have time to prepare), according to the order being kept under protocol number of his file.

It is noted that the modification is automatically completed and no interview is required when the requested change is non-essential for the essence of evaluation (e.g. change of address, contact information, region of responsibility).
